In accordance with instructions received, I have the honor of Respectfully Reporting my arrival in this Country and handing herewith the duplicate Despatch from His Excellency, The Governor of Hong Kong, under which and the following circumstances your six months leave of absence from the Colony has been granted and as expressed in a letter No. 200 of 20th April from the Colonial Secretary of Hong Kong, in which that gentleman states, that my application for leave of absence having been submitted by His Excellency the Governor to the Executive Council the following decision had been arrived at - Viz:
It appearing that your state of health will preclude your resuming your duties in the Colonial Service where His Excellency is precluded from granting you the further leave of absence you desire;
In consequence however of your lengthened Service His Excellency has been pleased to grant you four months...
